• Article 1: This association, organized by construction workers in Changsha, shall be named the Changsha Construction Workers’ Union.

Article 2: The purpose of this association is to improve workers’ living standards and safeguard their rights.

Article 3: Any construction worker in Changsha who is recommended by at least one member of this association and approved by the Membership Committee may become a member.

Article 4: Upon joining, members shall pay an entrance fee of one jiao; thereafter, they shall pay a monthly dues of sixty wen.

Article 5: This association plans to undertake the following activities: (1) a supplementary school; (2) a consumer cooperative; (3) health insurance; (4) unemployment mutual aid; (5) other necessary matters.

Article 6: The basic organizational unit of this association is a group of ten members. Every ten members shall form a group and elect one representative, with a term of one year. For the sake of convenience in maintaining unity within a given area, several groups may jointly elect one person or a single individual to assume responsibility for communication and liaison.

Article 7: The Ten-Group Representatives’ Congress shall elect thirty-seven committee members to constitute the Executive Committee, which shall serve a term of one year.

Article 8: The Committee shall be divided into five sections as follows: (1) The General Affairs Section, consisting of a Chief Director and four Deputy Directors, shall oversee all affairs of the association; (2) The Documentation Section, headed by a Section Chief and staffed by four clerks, shall manage all documentary matters; (3) The Accounting Section, with a Section Chief and four accountants, shall handle financial matters; (4) The Miscellaneous Affairs Section, led by a Section Chief and assisted by four assistants, shall attend to general administrative tasks; (5) The Public Relations Section, under a Section Chief and comprising sixteen public relations officers, shall be responsible for external relations. Matters of significant importance to the union must be decided by all members of the Committee; routine matters may be resolved by the respective section chiefs. The specific duties of each committee member shall be mutually agreed upon among the members.

Article 9: The association may appoint a secretary to manage all its affairs, subject to approval by the General Assembly or the Committee.

Article 10: The Ten-Group Representatives’ Congress is the highest organ of the association. During the intervals between sessions of the Ten-Group Representatives’ Congress, the Executive Committee shall serve as the highest organ.

Article 11: The Ten-Group Representatives’ Congress shall convene once a year; if necessary, it may be convened temporarily by the Committee.

Article 12: The General Assembly of all members shall meet irregularly; when required, it may also be convened temporarily by the Committee.

Article 13: If more than one-tenth of the Ten-Group Representatives express no confidence in the Committee, they may request the Committee to convene a meeting of all Ten-Group Representatives. Upon passage by a majority vote, the existing Committee may be dismissed and a new one elected.

Article 14: The Committee has the authority to dismiss any Ten-Group Representative, but only with the consent of the majority of the members of that group.

Article 15: A member who commits any of the following offenses may be declared expelled by the Committee: (1) violation of the association’s statutes or of resolutions passed by the General Assembly or the Committee; (2) obstruction of the association’s operations; (3) failure to pay regular monthly dues for more than three months without legitimate reason such as unemployment or illness.

Article 16: Expelled members shall not be entitled to a refund of membership fees already paid.

Article 17: Only the Ten-Group Representatives’ Congress possesses the power to amend these statutes.

Article 18: These statutes shall come into effect on the date of their adoption by the Ten-Group Representatives’ Meeting. The names of the Committee members are as follows: Huang Zhixin, Zhu Hansheng, Bao Haiyun, Ren Shude, Dong Xianbo, Shu Yulin, Ou Yuexuan, Ren Shudai, Li Guisheng, Chen Zilin, Luo Zippei, S Zilin, Luo Youqi, Peng Yingqi, Wang Degui, Sheng Shaoyuan, Zhu Shusheng, Chen Chunhe, Chen Shusheng, Xing Liangcun, Qiu Sheng, Liu Jiheng, Liu Chunsheng, Yuan Dingsheng, Zhang Yousheng, Cai Guoqing, Yuan Fuqing, Huang Qingkou, Yang Futao, Guo Bingsheng, Wu Juji, Luo Xianzheng, Huang Shaomei, Zhu Youfu, Wang Zifu, Liao Chunting, Huang Songquan, Huang Meixian, Ren Shumin, Dai Lancheng.
