According to Article 5 of the Organizational Outline of the Cultural Book Society: "The Society shall establish a general office in the provincial capital and branch offices in each county." With a view to extending the distribution of new publications throughout all counties of the province, the Society welcomes comrades from all counties to open branch offices in county seats and in all market towns accessible by mail, for the distribution of the Society’s various new publications. Such branch offices shall be opened under the name of the local Cultural Book Society, for example, the Pingjiang Cultural Book Society, the Liuxi Cultural Book Society. The procedures are listed below:

1. Discounts: The full discount granted to the Society by the original publishing houses shall be passed on in its entirety to the branch offices.
2. Postage: Postage shall be borne by the branch office.
3. Handling charges: Handling charges shall be borne by the branch office (a handling charge of 4 fen shall be added for each yuan of the price).
4. Payment: Payment shall be made first, after which the books shall be collected. Under special circumstances, if a person trusted by the Society can be invited to provide a solid guarantee to the Society, half of the payment may be made first to collect the books, with the remainder settled on a monthly basis.
5. Book orders: The branch office shall assess the local demand, select the required books, newspapers, and magazines from the Society’s book list, and send the list to the Society. The Society shall then dispatch the items to the branch office according to the list on the same day.
6. Newspaper orders: If a branch office can distribute the Shanghai *Republic Daily*, *Current Affairs News*, Beijing *Morning Post*, and Hunan *Popular News*, with ten or more copies of each, the Society shall negotiate with the newspaper offices so that the newspapers can be sent directly from the newspaper offices to the branch office.
7. Returns: Books and magazines taken by the branch office that cannot be sold in full may be returned to the Society within one and a half months, provided they are not soiled or damaged. Magazines and daily newspapers may not be returned. Return postage shall be borne by the branch office.
