Address on Educational Funding Issues
(December 22, 1920)

Whether to strike or remain passive, we must prepare proactive measures. The government has proven unreliable. The education sector should unite and organize a powerful coordinating body to assert its autonomy and seek self-help. We can borrow funds for both military and administrative purposes; after all, education is a long-term undertaking that can also benefit from emergency financing.
