People’s Constitutional Convention (October
8,1920)
1. The method of direct election shall be used.
2. The system of universal suffrage shall be adopted without restrictions on either
voters or candidates regarding their property or tax status, gender, or profession.
3. People who belong to any one of the following categories shall not have the right
to vote or to stand for election: (a) minors (adulthood is defined as eighteen years
of age); (b) people who are mentally ill; (c) opium addicts or traffickers.
4. Anyone currently working as a government official or in the military, on being
elected as a representative to this convention, shall be relieved of his or her
government or military duties.
5. The registered voter ballot method shall be adopted.
6. The voters shall go to vote in person.
7. The date of the election shall be decided by the revolutionary government and
shall be on the same day for all xian.
8. The time limit for holding the elections shall not exceed two months at most.
