General Regulations of the Xiangtan Society for
the Promotion of Education 146 (July 27,1920)
1. 1: The name of this Society is the Xiangtan Society for the Promotion
of Education.
1. 2: The purpose of this Society is to promote education in Xiangtan.

5. Conducting basic studies on the organization of the xian Council on Education.
6. Conducting studies on the regulation, expansion, and allocation of the educational budget of the whole district.
7. Conducting studies of concrete plans for universal education.
8. Conducting studies regarding temporary incidents which may occur in education
in the xian.

144 Zhao Hengti (1880–1971), zi Yiwu, hao Yanwu, was from Hengshan, Hunan. He studied at the
Japanese Officers’ Academy in Tokyo and after the establishment of the Republic worked under Governor
Tan Yankai in Hunan. After the expulsion of Zhang Jingyao and another brief period of rule by Tan
Yankai, Zhao became governor of Hunan in November 1920. As governor he was an active promoter
of the federal reform movement, and by granting a provincial constitution and establishing a new
government on January 1, 1922, he made Hunan the spearhead of the movement for decentralization in
China. In March 1926, he was forced to resign his office to his subordinate Tang Shengzhi, backed by
the Guomindang, in the context of the Northern Expedition.
