In view of the frenzied agitation of enemies and the "waverers"—and
its influence on the workers in Petrograd, Moscow, etc.— You should publish (and distribute as leaflets in the factories)
something in the nature of a letter to the workers:
you are being intimidated, they say— the waverers are sowing panic—
they talk about "independent" procurement— they criticize the "center," shifting blame onto others—
and so forth.
