Comrade Trotsky!
I read Shatunovsky's pamphlet: "White Coal and Revolutionary Peter)).
Very weak. Declamation and nothing more. Nothing businesslike at all.
The only] businesslike hint: on p. 15:
"According to prominent specialists - hydraaulics, eight months is enough for the real fruits of this military feat)).
Who is this specialist? There are no such people (I asked Krzhizhanovsky: there are no such people). Shatupovsky undertook to write about something he doesn't know
(Krzhizhanovsky assesses it that way). Apart from this unsubstantiated remark, *nil* in the entire pamphlet.
Let Shatupovsky prove it and give businesslike proposals.
Otherwise, the chatter will remain chatter.

1 Ya. Shatunovsky - an engineer, a member of the All-Russian Communist Party, was for a long time an active
Trotskyist. The pamphlet by Shatunog.sky "White Coal and Revolutionary Peter" concerns the issue of the restoration of Petrograd, as an industrial center, which has fallen into disrepair.
Proposing to use for the electrification of Petrograd industry the energy of Svir and Volkhov, Ya. Shatunovsky put forward, as it were, a "rev)olutionnyn" idea for the restoration of Petrograd, contrary to the GOELRO plan, which Shatunovsky characterized as "peaceful" not revolutionary, asserting at the same time that the GOELRO plan, "calculated for 10 years, may not be implemented even in 40 years, and we cannot withstand even 5 years, if our production does not become revolutionary." Shatunovsky was a proponent of Trotsky's views, who waged a struggle against GOELRO and Lenin's plan for electrificadion.
