I demand the immediate appointment of the **strictest investigation** and a report to me concerning its appointment and the results.  

**Lenin.**  

1 This note was prompted by the following telegram received by Lenin:  
*"Moscow. To Chairman of the Council of People's Commissars Lenin. We, the peasants of Yaroslavl Province, Lyubimsky District, Chernostanskaya Volost, village of Budilovo, report to you: Our volost poor peasants' committee (*volkom*) chairman has seized our grain, though we had no surplus. At night, he caused great alarm. We are suffering severe oppression from the volost authorities. We appeal for your protection as the head of the peasant government."*
