Establish precisely the date and nature of the meeting in which
Lenin made the records below, could not be done.
It is most likely that the records were made during one of the
meetings of members of the Central Committee of the RCP,
on the eve of the 10th Congress of the party.
Before this, the question of the transition to the food
tax/levy was discussed by Lenin in conversations with a number of

Chernov on February 9 (both are mentioned in the record). V. I. Sokolov supported
the idea of the necessity of the transition to the food tax/levy
in a conversation with Lenin and, at his direction, in the collegiums of the People's Commissariat of Agriculture
and the People's Commissariat of Food.
Sokolov transmitted his theses on this issue to Krestinsky, for the
Politburo of the Central Committee of the RCP (see "The Old Bolshevik" M
pp. 444–423). I. I.
Chernov, who stood on the same point of view, wrote the article
"Views on the Siberian peasantry, as a social element,"
which, at Lenin's direction, for the purpose of preparing public opinion,
was published in "Pravda" J\l 30 of 44 February. In addition, in "Bednota"
No. 868 of 4
March was published the article "Expose the false ones."
The record reflects objections on the issue of commodity exchange and
the food tax, made to Lenin during the meeting, and contains a plan for his concluding remarks.
