1. Lenin’s notes outline proposals for strengthening railway operations, based on a report by V.I. Nevsky at the Sovnarkom (Council of People’s Commissars) meeting on 26 October 1918. The full Sovnarkom resolution reads:  

*"To add to the commission appointed by the Sovnarkom on 24 October of this year regarding the relations between the Railways Committee and other commissariats a representative of the Metals Department of the Supreme Economic Council (VSNKh). Assign the following tasks to the commission:*  
*a) Develop technical measures to improve railway operations and increase repair efficiency.*  
*b) Implement measures for metal collection.*  
*c) Increase unloading capacity.*  
*d) Extend the system of worker commissars to all food-supply and railway departments, including administrative offices and specialists."*

1. Lenin’s notes on grain collection figures are based on reports from the People’s Commissariat for Food Supply, summarizing grain deliveries from 12 producing gubernias as of 5 November 1918.  

2. The Decree on maintaining fixed grain prices for the 1918 harvest until 4 February 1919 was telegraphed to all food supply organizations and Sovnarkom representatives.
