2. The following areas are offered for concessionary use:
a) In the Baku region
the commercial area of Bibi-Eibat, the sea sections of the Baku Bay are not included in the concession.
b) The entire western half
of the Starogroznensky oil-bearing area approximately to the meridian of the Mamakayevskaya Balka.
c) 80 dessiatines in the Solevaya Balka area in one cut.
In the Iovogroznensky area the area of Chermoyevskikh lands.
3. Payment
for concessions is made by share deductions from gross productivity. The share deduction
for Bibi-Eibat is about 30°/ 0.
For the Grozny region about 40%*
The annual minimum production, starting from a certain date specified in the contract after taking the concession, is established
for Bibi-Eibat at 90 million poods, for Grozny at 50 million.
4. A condition for the surrender of Bibi-Eibat is, in addition to the share
deduction, the delivery of the necessary equipment for the electrification
of the fields of the Baku region and the construction of a 10-inch
oil pipeline from Petrovsk to Moscow.
A condition for the surrender of Grozny is, in addition to the share deduction, the de-
livery of equipment for a paraffin plant with a processing capacity of 100 million poods of crude oil and the construction of a 10-
inch oil pipeline from Grozny to Moscow. Both the oil pipe-
lines, as well as the plant and power stations, upon completion
are placed at the disposal of the government of the RSFSR.
5. The concessionaire is supplied with raw materials and auxiliary materials
by the government of the RSFSR under a special agreement
in accordance with the prices of the foreign market, taking into account the difference
in the COST of transportation.

of concrete negotiations; we especially emphasize that we will
make major concessions on the condition of the construction of a paraffin
plant and oil pipelines and the acceleration of equipment delivery.)
