1) The proposal of comrades Spiridonova and Karelin consists in that the Bolsheviks should hand over the Commissariat of Agriculture to the complete actual possession of the Left SRs, while retaining for the Bolsheviks only political representation.

2) The basis for such a proposal is that, in the opinion of comrades Spiridonova and Karelin,

the Commissariat of Agriculture is falling apart, work for the Left SRs is becoming impossible, they will be forced to leave entirely, because they are supposedly "being driven out," etc.

3) The conference (of Lenin with Bolsheviks from the collegium of Agriculture) transfers the resolution of the question posed by the SRs to the Party's Central Committee. For its part, the conference considers the SRs' arguments to be without foundation and their proposal unacceptable*.
