On behalf of the Central Committee, I must inform you that our Central Committee has, by a special resolution, declared it utterly impossible for us to participate in the Brussels Conference—

if we are not invited, on an equal footing with the other participants, to join the Polish opposition—334. Indeed, without the participation of the only truly representative, nationally recognized organization of Social-Democratic workers in Russian Poland, the discussion of even Russian affairs, let alone Polish matters, is simply out of the question for us.

You would greatly oblige me, dear comrade, if you could reply to this letter via telegram.

I trust that there will be no obstacles to extending an invitation to the aforementioned organization.

We would very much like to know precisely which organizations and individual comrades have been invited by you.
