To Comrade Molotov

Comrade Molotov, it has been reported in the newspapers that an emergency conference of heads of provincial and regional departments of public education is scheduled for March 20. I believe that, under my signature and yours, we should issue a circular telegram along the following lines:

“Each provincial and regional department of public education is hereby required to dispatch, either in person as a delegate or by postal mail, to this conference precise and detailed information concerning outstanding local personnel within the provincial public education system. This category must include delegates to the conference. For each individual, the information submitted shall encompass a comprehensive record of their professional experience both before and after the Revolution, together with assessments rendered by local provincial party committees and local provincial party organizations. The number of personnel for whom such information is to be provided shall be no fewer than two party members and two non‑party members per province.

Failure to comply with, or careless implementation of, this directive will result in accountability—both within the Party and in the Soviet framework.” 264.
