In forwarding Comrade Krestinsky’s letter, I propose, on behalf of the Organizational Bureau—and on certain points, with the agreement of the Political Bureau—that the following be decided:

TELEGRAM TO L. B. KRASIN, 12 JANUARY 1922

1. In consultation with the People’s Commissariat for Health, appoint one or two physicians to periodically examine Sokolnikov, Tsyurupa, and other comrades who have returned from treatment, tasking them in writing to provide written assessments regarding the appropriate regimen. The physician shall bear personal responsibility for these assessments. They are also required to submit brief reports either to the Secretariat of the Central Committee—or, if the Secretariat of the Central Committee so agrees, to the Secretariat of the Council of People’s Commissars.

2. Assign specific responsibility to a designated individual for overseeing the implementation of Sokolnikov’s prescribed regimen.

3. Require Tsyurupa to spend three days each week—Saturday, Sunday, and Monday—at his brother G. D. Tsyurupa’s residence in Kashira, under the latter’s close supervision, ensuring complete rest and proper nutrition.

4. Obligate Tsyurupa to reduce his work quotas, in particular by almost entirely freeing himself from committee duties, focusing his efforts instead on closely monitoring the practical implementation of certain key resolutions issued by the Council of People’s Commissars and the State Planning Commission.

5. Direct Tsyurupa to set a general time limit for meetings of the Council of People’s Commissars and the State Planning Commission, not exceeding three hours—196.

In December, the People’s Commissariat for Foreign Trade announced that eight million poods of grain had been purchased but not yet shipped. Having secured new credits, the People’s Commissariat for Foreign Trade undertook the commitment to deliver up to fifteen million poods of food grain by 1 April—five million poods per month. Yet as of January, not a single pood had been received; there is no information whatsoever regarding vessels that have been dispatched, nor concerning any forthcoming shipments. Given the extremely dire state of the food supply, I request that you report within two days: first, how much grain has been purchased; second, how much has been shipped, by which vessels, and to which ports; third, how much will be shipped in the near future—and when; fourth, what is the plan for fulfilling the commitment to purchase fifteen million poods*.
