I must bring to your attention, and to that of Comrade Zaks, with a warning that a more severe measure of punishment will be applied next time, that upon checking the work of Comrade Ulrikh, who has been monitoring the implementation of the decisions of the Council of People's Commissars and the State Commission for several months, I found a huge disorder.

The card, enclosed herewith, defines the form and order of work for Comrade Ulrikh. However, the card is not being followed; neither you nor Zaks have been overseeing this, although it is your primary duty. I entrusted Comrade Ulrikh with filling out the card with the strictest accuracy, to the point of pedantry.

I entrust you, together with Comrade Zaks, to ensure the most meticulous execution of this task; if Comrade Ulrikh does not learn, replace her and find an absolutely meticulous executor.

From the enclosed cards, it is evident that Comrade Fotieva also began, like Comrade Ulrikh, to "on her own" modify the card. I absolutely do not allow this. Only the deputies, with their joint signature, are authorized to prescribe and permit changes to the card. For any other changes, the person should be dismissed from their position.

It is better to check only part of the resolutions of the Council of People's Commissars and the State Commission (as marked by the deputies or the head of the office), but to check with the utmost accuracy.

Each people's commissar must immediately appoint several comrades who are responsible for checking the implementation (head of the office, his assistant; secretary, his assistant, etc.) and report their names to the head of the office of the Council of People's Commissars and the State Commission. These individuals should be mercilessly punished with arrest or dismissal for inaccuracy, by order of the deputies.

A people's commissar should be reprimanded for inaccuracy, both with a simple reprimand and one recorded in the party card. The head of the office of the Council of People's Commissars is strictly obliged to monitor this, and I will certainly remove him from office if this is not carried out with the utmost accuracy.

The task is to accustom the people's commissariats to accuracy, by imprisoning and expelling inaccurate executors.

What has been said about the people's commissariats applies to all individual institutions (Gosplan, Central Statistical Administration, Concessions Committee, Komvnutorg, etc.) and to the provincial executive committees, regional economic councils, etc.

Twice a month, both you and Zaks are required to write to me (briefly, in telegraphic style) on how the organization of accurate checks on implementation is proceeding. In case of failure, dismissal.

Enclosed are the cards filled out by Comrade Fotieva (inaccurately and inadmissibly), and clean cards, corrected by me: do not dare to smudge them, do not dare to write anything extra, do not dare to deviate by a jot. Otherwise, I will dismiss both the secretaries and all the heads of the office.

Show this document to both deputies immediately. Have them sign (before my departure, i.e., in 3-4 days, no more) the most precise resolution on how, according to my instructions, the implementation should be checked, the cards filled out, and inaccuracy punished.
