—  [Growth and consolidation] of the Soviets as the sole popular force that has overthrown the monarchy;
—  growth and consolidation of the Soviets from 28 February down to 25 October;
—  elections to the Constituent Assembly before the split of the Socialist Revolutionaries and before the great October Revolution.
—  elections of Socialist Revolutionaries according to Soviet lists.

The withdrawal from the Constituent Assembly of both parties possessing a decisive majority—both in the Soviets and in the laboring masses, of Bolsheviks and Left Socialist Revolutionaries—[demonstrated] showed clearly the rupture with the Soviets, created an impossible situation.

For a socialist revolution there is no need for so-called "general-popular" institutions of bourgeois parliamentarism; [there is need for] class institutions of the laboring and exploited masses.

The development of the Russian Revolution has exhausted bourgeois parliamentarism in the course of struggle and compromise, creating the Soviet republic as the form of the dictatorship of the proletariat and the poorest peasantry.

Not a single step backward.

To the direct and open request of the Central Executive Committee, the Constituent Assembly did not respond....

The party of Right Socialist Revolutionaries and Mensheviks outside the Constituent Assembly is waging a furious counter-revolutionary struggle against the October Revolution.


Result: The Constituent Assembly, in its remaining portion, is a screen for the struggle of counter-revolutionaries for the overthrow of Soviet power...

The Constituent Assembly is dissolved.

This project of a decree is being submitted to the Central Executive Committee today.
