SIBERIAN REVOLUTIONARY COMMITTEE, SIBERIAN ECONOMIC COUNCIL

AND THE MANAGEMENTS OF THE RIDDER, EKIBASTUZ AND ZYRYANOVSK MINES

In annulment of previous telegrams, it is hereby resolved:

First. The Ridder, Zyryanovsk, Ekibastuz and all small mines located in these regions, together with all equipment, remain under the jurisdiction of the Kirghiz Economic Council.

Second. Upon the Chairman of the Kirghiz Economic Council personally is placed responsibility for the complete preservation of the mines, equipment and archives. Until the moment of complete transfer, this responsibility is also placed upon the Chairman of the Siberian Economic Council.

Third. Domnenko is relieved of his present position and is transferred to the disposal of the Siberian Economic Council.

Fourth. Comrade Dreyman is appointed Manager of the Ridder mines, and he is obliged to immediately assume all affairs and proceed to Ridder.

Fifth. The appointment of the technical director of Ridder is entrusted to Dreyman.

Sixth. The authorized representative of the Kirghiz Economic Council, Ivanov, upon Dreyman's assumption of office, is transferred to the disposal of the Kirghiz Economic Council.

Seventh. Work at the mines on the repair of branch roads, on the repair of the power canal at Ridder, on the construction of the Ridder experimental electrolytic plant and on putting the Ridder concentration mill in order must be conducted on a shock-work basis. The Siberian Revolutionary Committee and Siberian Economic Council are requested to render every assistance.

Eighth. All the indicated measures are to be carried out immediately in agreement between the Siberian Economic Council and the Kirghiz Economic Council. Report on the execution to the Presidium of the Supreme Council of the National Economy by telegram.
