The former commander of the 2nd Turkestan Division, Sapozhkov, has raised a rebellion in the Buzuluk district. Sapozhkov has succeeded in drawing to his side certain Red Army units and a portion of the kulak population, and is currently striving to break through to Novouzensk and further, probably toward the lower reaches of the Volga and Ural rivers. In order to facilitate the struggle against Sapozhkov and prevent his successful escape, I propose: 1) to oblige all revolutionary committees and executive committees to remain at their posts to the last possible moment, energetically conducting agitation against the traitor and in every way hindering his agitation among the population; 2) to place at Aksent'yev's disposal a number of serious workers; 3) to establish the closest connection between the revolutionary committees and executive committees subordinate to you and military detachments, ensuring coordinated action, and to take measures to protect
