There are reports indicating, first — a significant reduction in political workers in the armies of the Eastern Front, who are leaving for local Soviet work in areas being liberated from the enemy; second — fatigue in certain divisions. You must give this most serious attention. Absolutely forbid political workers and anyone whatsoever from leaving the army until the Urals are taken and until they are replaced by double the number of Ural workers, and then by all means achieve a total mobilization of the front-line zone and the replacement of the fatigued, at least for temporary rest, with fresh forces, for the offensive on the Urals cannot be weakened, it must unconditionally be strengthened, accelerated, and reinforced with replacements.

Telegraph what measures you are taking. Pay attention to the uprising near Samara and on the Irgiz.404 Your silence on this is suspicious.
