The materials sent for the Kashira Construction from Petrograd on November 11 and 23 have not arrived at the construction site up to the present time, despite my categorical directive to expedite all materials for Kashira in the most urgent order. This delay has resulted in the impossibility of deploying work on the installation of electric transmission lines, which, in turn, has already affected the timely commissioning of the Kashira Station. I propose that you conduct the most thorough investigation of this matter and immediately issue an order along the Petrograd-Moscow-Kashira line with instructions to deliver the following wagon numbers:
771 167, 590 175, 612 881, 171 843, 468 369, 465 049, 655 397, 69 578, 288 442, and 536 297
to Kashira under the personal receipt of the chief engineer or one of his deputies. To ensure greater probability of execution of this directive, appoint personally responsible persons within the NKPS. As each of the aforementioned wagons passes through Khovrino Station and Moscow, notify the chief engineer of Kashira Construction Tsyurupa by telegraph at the following address: Malyi Cherkasski Lane, Kalyazin Hospice, Kashira Construction. Immediately inform Comrade Smolyaninov¹ of the measures taken and their results.
