DRAFT RESOLUTION OF THE CLD ON INSTRUCTIONS .
The resolution of the CLD itself must include the following:
1) Mandatory

2) It is mandatory to print reports of each region, province,
district, district, at least 1 time every 2 months.
3)
Mandatory delivery of copies of smaller reports to the CLD.

You are appointed chairman of the Commission on the Instruction. Have you received the Council of Labor and Defense resolution?

I am sending the Instruction (draft) at 4 o'clock. I wrote it in haste, tired,
much needs corrections and additions.
I ask you to review it once in the Commission and submit it for typesetting (I have agreed with the Cheka printing house: they will quickly typeset it on a sheet). The sheet
as a draft, distribute it at the congresses of the Supreme Council of National Economy and Trade Unions. Let them
discuss it in sections and select Commissions.
After discussing it with them, we will submit it (on Wednesday or Friday) to the Council of Labor and Defense and approve it.
As for submitting it to the Cheka printing house, agree with Fotieva, she
will make a preliminary call to Belenky.
P.S. each question will have to be sent for review to the corresponding commissariat.

You should have been sent the draft "instruction of the STO."
Consider yourself (and the presidium—and you must dedicate all members of the Gosplan) from 2 points of view:
a) are there questions there of your "department": electrification and local bodies of the Gosplan. Here a detailed analysis and study by all of you is necessary, in order to clarify
and supplement (respective* change) the list of detailed questions.
b) the rest is not departmental for the Gosplan, but much, in essence, concerns the Gosplan. A Gosplan opinion is desirable (not obligatory). Lenin.
P. S. Don't you think that to study the district reports and all
economic] reports in general, it will be necessary to single out
a group of Gosplan members? Or to distribute several reports to all members of the Gosplan, obliging them to read and study them?
By the way: the study of current economic] plans (1921 year) must be individualized without fail. Each member
of the Gosplan is responsible for such-and-such aspect or part of this work.
And conversely: for each aspect or part of economic] work of 1921, from the point of view of the current plan, someone,
in the sense of study, is responsible.

I ask you to read the "Draft Instruction of the STO" and inform me of
your opinion, whether it is expedient to distribute the reports to all
people's commissariats (we will carry it out from the
SNK then, not from the
STO), printing in
100–300 copies a report for each district (in a brief form)***.
