1) In an especially urgent, shock-style operation—
immediately dispatch a pilot
from Moscow Governorate (the rye has already been harvested). To this end, mobilize exclusively Moscow-based
workers to assist the food procurement agencies.
2) In general,
mobilize workers for agricultural labor, with the People’s Commissariats responsible for labor affairs acting in accordance
with yesterday’s decision
(Politburo—please provide an excerpt).
3) Once again, issue precise directives to the Ukrainian and Siberian
People’s Commissariats for Food Supply.
4) Delegate an emergency expedition—jointly with the Central Committee
and the Union—to Podolsk Governorate, where, it is said, grain is abundant
and its price stands at 6,000 rubles in Soviet currency.
(In general, my impression is that when it comes to procurement and commodity exchange,
the Food Supply Commissariat is woefully behind. There is no initiative.
There is no vigorous, proactive work.)
