To speed up replies from the center, secure direct wires through the military department.

Krestinsky has replied to you. I repeat briefly: Ishim is to remain in Tyumen. You may detain Brunovsky. Regarding the meat, an order has been given to organize salting stations.

As for the regional centers, we must be more cautious and think it over further, so as not to fall into regionalism.

If formations in Siberia have been inflated, then you yourself must check the actual measures being taken to combat this, summoning whomever necessary to the direct wire.

Smirnov must be returned to peaceful construction, tearing him away from diplomatic, border, and military affairs.
