Comrade Chutskayev

To the Commission on the Abolition of Monetary Taxes 38

It is necessary to think more deeply (and to study in detail the relevant facts) about the conditions of the transitional period.

The transition from money to a non-monetary exchange of products is indisputable.

For this transition to be successfully completed, it is necessary to implement an exchange of products (not commodity exchange).

As long as we are unable to implement commodity exchange, i.e., to provide the peasantry with industrial products, the peasantry will be forced to remain with the remnants

of commodity (and consequently, monetary) circulation, with its surrogate.

To abolish the surrogate (money), while the peasantry has not yet been given what eliminates the need for the surrogate, is economically incorrect.

This needs to be thought through very seriously.
