Also to all individual institutions: Central Statistical Administration, State Planning Commission, Concessions Committee, Committee for Foreign Trade under the Council of Labor and Defense, Central Union of Consumer Cooperatives, etc., All-Union Central Council of Trade Unions, Communist International, Red Trade International, etc.

Since I am leaving on vacation for several months, I would very much request that information be provided to me about the most important matters and the progress of the most important decisions, plans, campaigns, etc., in the following manner:

- send me 1-2 times per month the briefest possible (no more than 2-3 pages) reports on this subject and arrange for me to receive the most important current publications of the People's Commissariat, as well as texts of the most important published decrees, as well as draft projects. If it is inconvenient for the People's Commissar himself to do this work, I request that he inform me precisely to whom (his deputy, a member of the collegium, the head of administration, the secretary, etc.) he assigns it, instructing that person to maintain regular contact with my secretaries (Fotieva, Lepeshinskaya). Through these same secretaries, inquiries can always be sent by telegraph or mail, with current and urgent inquiries addressed exclusively to the deputy (Rykov or Tsyurupa), and to me only in copy.

The secretaries are charged with carefully monitoring the execution of this, reporting to me about incoming publications, sending from them not all, but only the most important ones (the rest - only a list of them).

From Russian newspapers, regularly send *Pravda*, *Izvestia*, and *Economic Life*.

Correspond regularly with the Communist International and the People's Commissariat of Foreign Affairs with a request to send the most important foreign publications, especially pamphlets on current questions.

From foreign Russian publications, send *Nakanuне*,435 *Social-Democrat* (Mensheviks), *Zarya* (Mensheviks), *Contemporary Notes* (Socialist-Revolutionaries), *Russian Thought*436 and a list of remaining publications, pamphlets, and books.
