**Summary of the Year Since the Last Plenum:**  
a) The plenum made maximal, even excessive concessions to the ultimatists and Golosovtsy in order to extract from them a commitment to fight against recallism and liquidationism.  
b) Both the ultimatists and Golosovtsy betrayed the trust of the plenum—throughout the entire year, the former did nothing but cover up and encourage recallism, while the latter promoted liquidationism.  
Only the Bolsheviks, who conditionally dissolved their factional center, honestly fulfilled what they had promised the plenum.  
c) Both the Vperyodists and liquidationists created and solidified their organizationally separate factions, completely independent of the party, with their own separate factional funds, organs, etc. For the Vperyodists, the main factional tool was the so-called "school," while for the liquidationists, it was *Golos* abroad, the Potresov group, the "Group of 16," and Mikhail, Roman, and Yuri in Russia.  

**II. General Conclusions**  
a) Those who now propose "reconciliation" with the Vperyodists and Golosovtsy objectively play into the hands of recallism and liquidationism.  
b) "Reconciliationism" (of the Trotskyist type), as the year's experience has shown, has failed; "uniting everyone with everyone" has proven impossible. However, the plenum's decisions also contained something serious and enduring: 1) the recognition of liquidationism and recallism as products of bourgeois influence on the proletariat, and 2) the raising of the question of eliminating old divisions on the basis of actual ideological convergence that has begun between the two main factions.  
c) The year has shown that the only real "convergence" is between the Bolsheviks and the Menshevik-Partyists (Plekhanovites). They led the Central Organ, and through their year-long experience, they demonstrated their line, which met with approval in Russia, where this same convergence is also progressing very successfully.  
d) The collegiums must be changed accordingly. The situation in the Central Organ under Martov and Dan must be outlined. A radical reform is necessary so that party institutions are led only by resolute opponents of liquidationism and recallism.  
e) Attempts throughout the year to convene the Central Committee in Russia were sabotaged by the liquidationists. Now, the only way to lead the party out of its current difficult situation is to convene a plenum.  
f) The only possibility of convening a plenum under the current circumstances is the submitted application.  
g) On the attempts by Igor and the Golosovtsy to sabotage the plenum. Characterize this as a new liquidationist attempt.  
h) A call to all party elements to strive for the convening of the plenum, which must draw practical conclusions from the year's experience.
