DRAFT RESOLUTION ON THE ATTITUDE TOWARDS THE PEASANT
MOVEMENT1.

Taking into consideration
1) that the now growing peasant movement, being spontaneous and politically unconscious, nevertheless inevitably turns against the existing political system and against all vestiges of serfdom in general;
2) that the tasks of Social-Democracy include the support of any revolutionary movement against the existing social and political system;
3) that by virtue of this, Social-Democracy must strive to cleanse the revolutionary-democratic content of the peasant movement from any reactionary admixtures, clarifying* the revolutionary self-consciousness of the peasants, developing** and carrying through their democratic demands;
4) that Social-Democracy, as the party of the proletariat, must in all cases and under all circumstances steadfastly strive for the independent organization of the rural proletariat and explain to it the irreconcilable opposition of its interests to the interests of the peasant bourgeoisie; —

a) to propagate among the broad strata of the people that Social-Democracy makes it its task to most energetically support all revolutionary measures of the peasantry capable of improving its situation, up to the confiscation of landlord, state, church, monastery and appanage lands;
