and appealing the decisions of the Board to the food organs. The same right
is granted in relation to the Gubernia Unions – the Gubernia Food Committee, and in
relation to the Centrosoyuz – the People's Commissariat for Food.
Pending the holding of elections of the Boards of Consumer Communes and their Unions in accordance with this decree (paragraphs
o – 9), the previous
Boards of Workers' or Citizens' Cooperation remain temporarily at the head of the Communes and their Unions,
depending on which of them formed the basis of the given
consumer Commune.
If necessary, the Boards of both types of Cooperation may be combined,*
but by decision of the Gubernia Food Committees or the People's Commissariat for Food.
Note: In large cities and Factory-Plant centers, temporary Boards, with the permission of the People's
Commissariat for Food, may be created by election at joint meetings of Factory-Plant
committees, trade unions, and councils of authorized
workers' cooperatives.
[In Petrograd and Moscow, the plenum of the Soviets also participates in these elections in the electoral assembly.]
t i. Temporary boards of the commune may be supplemented by representatives of the Gubernia Food Committees in a quantity ensuring
the conformity of their activities with the Soviet Food
policy. With regard to Gubernia and Regional Unions, the right
to supplement temporary Boards belongs to the Food Committee, and with regard to
the Centrosoyuz – to the Council of People's Commissars. ***
All members of the former Boards of cooperatives, Gubernia Unions and the Centrosoyuz remain in their places until the re-elections ****,
bearing responsibility ***** both to the Board and to the
State power.
