To the decree on raising grain prices, preface a popular explanation of the measure in connection with commodity exchange and the establishment of a correct ratio of grain, manufactured goods, etc., prices.

6. Oblige cooperatives by decree immediately 1) to set up a collection point at each store; 2) to give goods only on consumer ration books; 3) not to give peasant-sowers a single item otherwise than in exchange for bread.

Establish forms and methods of control over the implementation of these measures and strict liability (total confiscation of property) for their violation.

7. Confirm (or more precisely formulate) the rules and laws on the confiscation of property for failure to surrender to the state (or cooperatives) for registration surpluses of grain and all other foodstuffs.

8. Establish a tax in kind, in grain, on wealthy peasants, considering as wealthy those who have a quantity of grain (including the new harvest) that exceeds twice or more than twice their own consumption (including family sustenance, livestock feed, sowing).

Call it an income and property tax and make it progressive.

9. Establish temporarily, let's say for 1 month, preferential transportation of 1 1/2 poods of grain to famine-stricken areas for workers, subject to a special certificate and special control.

The certificate must be with an exact address and a guarantee 1) from the Factory-Zavodskoy committee; 2) from the house committee; 3) from the Professional union; and control must establish personal consumption with the most severe punishment if it is not proven impossible to resell.

10. Establish a rule of compulsory issuance of a receipt, in 2 (or 3) copies, for every absolutely requisition (especially in villages and on the railways). Print forms for these receipts. For requisition without issuing receipts - execution.

11. Establish the same punishment for members of all and any requisition, food and other detachments, for any clearly unjust action towards the working population or violating the rules and laws and capable of causing public outrage, as well as for failure to draw up a protocol and for not issuing a copy of it to anyone from whom something was taken or who was subjected to any measure of recovery.

12. Establish a rule that workers and the poorest peasants in famine-stricken areas have the right to have a route train delivered directly to their address, subject to a number of conditions: 1) certificates from local organizations (Soviet + mandatory Professional union, etc.); 2) the formation of a responsible detachment; 3) the inclusion of detachments from other places in it; 4) the participation of a controller and a commissar from the Comprod, Comvoen, Computei, etc.; 5) their control upon receipt of the train and distribution of bread, while necessarily giving part (1/3 - */2, or even more) to Comprod.

13. As an exception, due to the particularly acute hunger of some Railway workers and the particular importance of the Railways for grain delivery, establish temporarily: requisition or barricade detachments, taking grain, issue receipts to those from whom it was taken, pour the grain into wagons and send these wagons to the address of Prodputi, subject to the following forms of control: 1) a telegram to Comprod and Computei about each such wagon; 2) an appeal to representatives of Comprod and Computei to meet the wagon and distribute the grain under the control of Comprod.
