Immediately organize and allocate a portion of the timber harvest to be procured using the consumer’s own resources, while reserving state funds for the procurement and transportation of firewood and timber—primarily for the most urgent state needs, such as railways, waterways, military supply, and large-scale state-owned industries—guided by the directives of Glavtop and Glavlès No. 811 and 812. I emphasize the extraordinary difficulty of fully supplying labor from the central authorities. In light of dwindling reserves, I urge that every possible effort be made to tap local resources for labor compensation. Under no circumstances are funds or materials allocated by the central authorities for logging operations to be diverted to other uses. Please report on all measures taken to Glavlès*.
