a) To allocate 13,000,000 (thirteen million) rubles to the Commissariat of Food.
b) To instruct the Interdepartmental Commission, organized by the Commissariat of Food on matters related to the Committees of the Poor, to develop instructions, based on the following:
1) In the introduction, elaborate on the issue that the allocation is given temporarily and conditionally, pending the merging of the Committees of the Poor with the Soviets, or a precise delineation of their Functions.
2) Develop rules for who should be given money and under what conditions.
3) Establish strict liability for the recipient. (The next disbursement should in no case be made without a report on the previous one.)
4) Payment must be made through the Commissariat of Food.

The Commissariat of Food made a proposal to allocate 40 million rubles for the maintenance of the Committees of the Poor, apparently for 6 months at a rate of 6 ½ * million rubles per month; Lenin, in view of the anticipated merging of the Committees of the Poor with the Soviets in the near future, made a proposal for allocating funds, most likely, for 2 months
"2 X 6½ = 13"; the assumption about this note is confirmed by point "a" of the decree of the Council of People's Commissars on the allocation of 13 million rubles.
