Forward a telegram to Bryukhanov

I am informed that in the Oryol and Tula gubernias, the collection of the grain tax is proceeding with remarkable ease and speed.

The grain tax. Preobrazhensky, who has been stationed in the Oryol gubernia, assures me that within three weeks the entire grain tax will be collected. I request that you briefly inform me of your current assessments and of how frequently telegrams regarding the collection of the grain tax are received by you. Model gubernias or counties should be specially commended.

What measures are being taken to concentrate salt reserves, and to ensure that salt is sold only in exchange for bread—neither within the RSFSR nor in Ukraine? Should we also consider restricting the issuance of salt in urban areas, so as to make it more difficult for anarchic barter to take place in exchange for salt?
