To facilitate commercial relations with foreign countries, the NKVT must be organized in such a way that the interested departments would have—the right to conduct relations with foreign countries independently, to conclude transactions and to realize them. The NKVT must transform itself gradually from a monopoly organ into a regulating and controlling organ of the transactions of state departments and institutions, as well as private enterprises, with foreign countries.

12. The struggle against bureaucratism and red tape will be fully successful only when the decisions of the All-Russian Party Conference are carried out in practice with considerably greater energy than at present. It is necessary to break out more decisively and swiftly from the grip of plural authority, inter-departmental confusion, the coordination of all sorts of trifles, preliminary control, and to introduce strict personal business responsibility*. All this stands in glaring contradiction with the course adopted in spring.
