The political situation has become acute in recent days, first, as a result of the approaching offensive on the part of Japan; second, as a result of the emerging shift in German policy away from a more or less diplomatic inclination toward peace with Russia — a shift toward the probable victory of the German military party, which strives for immediate offensive action; third, as a result of the restoration of bourgeois monarchism by the Cadet-Octobrist party in Ukraine, with the aid of German military forces; fourth, as a result of the acute exacerbation of famine and food collapse in connection with the occupation of Ukraine and our severance from Rostov and the North Caucasus.

This acute political situation, this intensification of the counterrevolution's onslaught, obligates Soviet power to intensify agitation and explanation to the masses of the threatening danger that has arisen and the necessity of intensified military preparation; on the other hand, to the intensification of the most decisive measures against our bourgeoisie, which is raising its head with its counterrevolutionary plans.
