ON THE REPORT OF THE PEOPLE'S COMMISSARIAT FOR FOOD
Regarding the careless submission of reporting information
on grain collection, instruct the People's Commissariat for Food to draw up and give
to Comrade Lenin for signature a telegram to the localities stating that the
Republic has been transformed into a military camp and that any delay
in reporting will be punished to the fullest extent.

"On Ordering of Railway Transport"

In
order to definitively order railway affairs, protecting it from interference by other departments and organizations, stopping delays in the movement of military and food
cargoes and preventing malicious crashes that severely affect the supply of the army and the population, the Council of Defense has resolved:

1. Interference in the technically-administrative
aspect of railway affairs by departments using transport (military, food, etc.) is absolutely prohibited. Demands
from departments using transport and their representatives are presented
and executed only through the appropriate agents of the railway
department with mandatory compliance with the rules of technical operation,
orders and instructions for the roads of the People's Commissariat of Railways.

2. Interference in the technically-administrative
aspect of railway affairs by railway professional organizations
(Vikzhedor, Satrat, Satert, Parovozosoyuz, Gruzooborot, Makzhel, etc.) is absolutely prohibited. Directives from such organizations
that have not been approved by the People's Commissariat of Railways
or its agents on the ground are not subject to execution.

3. All railway employees in the given area, without exception,
from the youngest to the oldest, are assigned general collective
responsibility for the delay of echelons and cargoes following to their destination,
for the untimely supply of locomotives and empty wagons, for
malicious crashes on the railways and similar crimes.
Employees are obliged in such cases, under penalty of the strictest responsibility,
to prove their non-involvement in the crime, or, if they
are unable to do so, to find and hand over the criminals.

4. Supervision of the accurate and unquestioning implementation of the rules
and instructions of the People's Commissariat of Railways and its agents
on the ground is assigned to the commissars of districts and roads, vested with extraordinary
powers, up to the right to dissolve transport-disrupting
organizations, dismissal, arrest and prosecution of those guilty.

5. Those guilty of violating this resolution, regardless
of their position and party affiliation, are held accountable
to the fullest extent of revolutionary laws.

ON THE QUESTION OF THE OUTFITTING OF TEN
FORMING DIVISIONS

Propose to the department of military procurements to increase productivity at factories and workshops engaged in the manufacture
of uniforms, footwear and saddles for the army.

Propose to the military and railway departments to take measures
for the completely urgent delivery of the corresponding quantity
of gray greatcoat cloth and material to factories and workshops.

Instruct the All-Russian Evacuation Commission in the near
future to inform the Supreme Council of National Economy and the Central Directorate of Supply about the availability
of its military property—overcoats, boots, saddles and supply train and, in addition, information about to whom, when, what
property and in what quantity was transferred by the All-Russian
Evacuation Commission.

Instruct Comrade Krasin to draw up an order for the immediate
surrender by all institutions of all raw materials and semi-finished products
necessary for the production of uniforms, footwear and saddles, wherever it may be.

Upon the presentation by the railway department of an accurate list
of those professions that absolutely need boots, and the numerical composition of these professions, it, in agreement with the military
department and the Extraordinary Commission for Supply,
receives the possible quantity of either leather or finished footwear.

Instruct the presidium of the Supreme Council of National Economy to settle the friction between Glavkosh and Centrotextil at those factories that receive
orders from both institutions.

Schedule an additional report for Sunday, December 15.

Instruct the People's Commissariat of Justice to conduct
an investigation into the idle time of 22 wagons with gray greatcoat cloth
at the Kazan station.
