If something serious needs to be resolved, write a specific proposal, an official request to us (to the editorial board), and we will respond immediately. But if there is no reason yet, then after all, we have fully agreed on the general tactics.

I was very, very pleased to learn that you quickly moved forward with the OK 203 and composed it of six members. I am only surprised that you co-opted others before the formal constitution, before the invitation to the Bund? After all, it was supposed to be the opposite? However, this is not so important if you are convinced that no inconveniences can arise.

Be strict with the Bund! Write as strictly as possible abroad (to the Bund and to "Rabocheye Delo"), reducing the function of the foreign office to such a minimum that it cannot acquire any significance under any circumstances. You can entrust the technical aspects of the congress to special delegates from your side or to special agents: do not delegate this matter to anyone and do not forget that the foreign public is poor at conspiracy.

Outline the *ordre du jour* of the congress only in general terms. Send us a request asking for our (editorial) *ordre du jour* and who are our referents and how many delegates can come from us (from the editorial board). Push for the congress with all your might.

Try to obtain mandates for those who have fled: this will save expenses.

Report precisely and accurately about every single official step of the Organizational Committee. And one more thing: "Rabocheye Delo" is dying, and it would be very important for you (from the OK) to send it not a scolding, but a serious admonition about the importance of unification, the benefits of humility, etc.

So, hurry up! We will, if necessary, manage to get a small amount** of money.
