The Platten conditions, mentioned in Comrade Zinoviev's letter
, (document No. 43), are the conditions for transit through Germany
that were presented by Platten (who replaced Grimm in the role of intermediary from April 3rd) to German representatives in Switzerland.
There is no doubt that these conditions were developed with the participation of Vladimir Ilyich.
We therefore present them here according to the text included in the protocol (document No. 16).

BASIS
OF
NEGOTIATIONS
REGARDING
THE
RETURN
OF SWISS
POLITICAL
EMIGRANTS
TO RUSSIA.
1.
I, Fritz Platten, accompany at my full responsibility and at my risk a wagon with political emigrants
and refugees returning through Germany to Russia.
2.
Relations with the German authorities and officials are conducted exclusively and only by Platten. Without his permission
no one has the right to enter the wagon.
3.
The wagon is recognized as having the right of extraterritoriality.
Neither upon entry into Germany nor upon exit from it should any
passport or passenger control be carried out.
4.
Passengers will be admitted to the wagon regardless of their
views and attitudes towards the question of war or peace.
5.
Platten undertakes to provide passengers with railway tickets at normal tariff prices.
6.
If possible, the journey should be made without interruption.
No one should, either of their own volition or by order, leave the wagon. There should be no delays en route
without technical necessity for this.
7.
Permission to travel is given on the basis of exchange for Ger-
man or Austrian prisoners of war or those interned in Russia.

The intermediary and passengers undertake to personally and privately seek the fulfillment of point 7 by the working
class.
9.
The fastest possible completion of the journey from the Swiss
border to the Swedish, insofar as this is technically feasible.
