Letter to the OC

We have just received the congress statutes. So we misunderstood you and replied concerning the ordre du jour* when you were asking about the congress statutes. We hasten to inform you that on the whole we are very satisfied with your draft, which is carefully and rationally composed. Paragraph 19, which has provoked disputes, seems to us rational: to exclude known organizations from the congress (and the statutes are precisely, ultimately, statutes concerning the exclusion of some and the eligibility of others) is indeed inconvenient and cannot be done without the consent of the majority of committees. We would advise only that you set a mandatory and formal deadline, as short as possible (for example, no more than one week), within which committees and organizations are obliged to work out and send in their amendments to the draft statutes.
