In view of the critical state of supply to the center due to the cessation of loading in North Caucasus by order of battle, under the responsibility of the Siberian Revolutionary Committee and the Siberian Food Committee, it is proposed to send three million poods of bread to the center during the month of May.

By agreement with Comrade Kaganovich, the plan for fulfilling the quota is as follows: first, until the opening of navigation, to continue loading bread at all railway stations, including those designated for water transport - Semipalatinsk, Novo-Nikolayevsk. Second, upon the opening of navigation, to prioritize the delivery of bread for loading to the center, altering the previously established transportation plan.

Third, to immediately begin grain procurement in areas close to the railways through barter, using goods available in Siberia, at the expense of those already loaded and sent from the center to Siberia in recent days. Fourth, the recommended districts are: Petropavlovsky, Slavgorodsky, Novonikolayevsky, Barnaulsky. Fifth, to send two million poods to the center according to the first and second points, and one million poods according to the third point. Sixth, to carry out procurement through barter in the specified and other districts to prevent speculation, without canceling the requisition 473.
