The catastrophic state of food supplies for the army, the capitals, and the major factory centres has compelled the C.C., R.C.P. a month ago to adopt an extraordinary decision: namely, by straining every nerve, using every opportunity, to achieve an average daily dispatch of 100 carloads of grain from Siberia to the centre, or three million poods per month, even to the detriment of local Siberian interests. This responsible decision was dictated by the entire situation that had arisen in the Republic. The availability of grain in Siberia, on condition that local consumption is reduced to the minimum indicated to you, made this task really feasible. In their telegram of May 18, the Siberian Revolutionary Committee and the Siberian Food Committee admitted the complete feasibility of dispatching three million poods of grain to the centre by June 7, but in fact you have dispatched only about 1,600 carloads during that period, and the loadings in the first days of June show no increase. Such an inadequate dispatch of grain, only slightly exceeding fifty per cent of the necessary minimum, is further aggravating the food situation in the Republic and creating an extremely

undesirable tension in the starving workers' centres, fraught with serious political consequences. Taking the foregoing into consideration, the C.C. proposes, as a military order, that by heroically straining every nerve, that all without exception Party and Soviet organs of Siberia, under the responsibility of the Siberian Bureau and personally of Smirnov, Chairman of the Siberian Revolutionary Committee, and Kalmanovich, Chairman of the Siberian Food Committee, ensure the regular and full dispatch of a minimum of 100 carloads of grain to the centre daily. This task must be carried out unconditionally. Acknowledge receipt, and give a firm guarantee of actual fulfilment immediately to the C.C., copy to Lenin, copy to the People's Commissariat of Food, Distribution Department.
