This refers to the amount of bread that arrived for the population of the starving districts of Moscow, Petrograd, the army, and railway workers by 29 June 1918.

The Provision Theses were written by Lenin at the moment of the most acute food situation in the country, during an extremely intensified struggle with external and internal counter-revolution (Czechoslovak uprising, kulak uprisings). The initial plan of the theses was sketched by Lenin in pencil with 8 points, and on the same page, he then wrote the final plan of the theses in 43 points with ink.
