Recognize it as absolutely necessary to pay increased attention to the collection of information
(and through special correspondents, without, however, appointing them solely for this purpose, and
through all specially authorized representatives from the Council of Labor and Defense and from the people's commissariats; and, finally - most importantly - from regular reports submitted to the relevant authorities from the localities) - information coming directly from the bodies carrying out work on the ground (factories,
mines; individual plots, individual logging operations, etc.). The collection and analysis of information not only from the main administrations but precisely from these bodies directly engaged in local work
must become one of the most important tasks of "Economic Life."
