the collection and pouring of grain, in order to manage to establish supplies before the thaw.
All hope is on you, otherwise famine is inevitable by spring.
Regarding the sending of money, I have spoken and will speak with Pyatakov.1 One hundred million have been sent, 50 will be sent to Kharkov.
Take measures for triple protection of the route Peter - Kharkov. I am
confident that your relations with the Central Executive Committee in Kharkov will continue to be
equally friendly. Greetings and best wishes. Lenin.

The bearer of this, Comrade Nikolai Alexandrovich Emelyanov,1 is dele-
gated from the Sestroretsk Soviet with a special mission to the Urals
and to the Volga.
I ask all local Soviets and all Soviet institutions to treat Comrade Emelyanov with the fullest confidence and render
him every possible assistance.

The telegram to the Kazan chairman of the gubernia executive committee, judging by
its nature and style, was apparently written directly by Lenin or under his dictation. The preserved text is printed
on a typewriter, the signature is handwritten.
At the end of the document is a secretarial note: "22/1 24 hours. The telegram
was dictated at the Ministry of Railways." Ed.
The certificate is written entirely by hand by Lenin on the letterhead of the
Chairman of the Council of People's Commissars. Ed.

I propose to immediately remove the Kazan Gubprod
Collegium from office. The authority to reorganize the Gubernia Food Authority is held by a Member
of the Collegium under the People's Commissariat of Food Dmitry Malyutin1, in agreement with
whom I ask you to act. Immediately, on behalf of the Gubernia Soviet, pub-
lish the abolition of the military headquarters' resolution increasing
fixed prices for bread. Immediately restore the nationwide

The Council of People's Commissars has decided: any contri-
butions, confiscations and requisitions of grain among the German colonists
of the Volga region may take place only with the consent of the Commissariat
for German Affairs in Saratov. From the point of view of state-wide
interests, any unauthorized actions by local Soviets in relation to German colonists may lead to
very unfortunate consequences. Therefore, to fight the kulaks
and counter-revolutionaries of the German colonies, we have called upon
