INSPECTIONS.
1. A Department of the Workers' Food Inspection is established at the All-Russian People's Commissariat of Food.
2. The purpose of the Workers' Food Inspection is to actively monitor the composition and work of food bodies, from the point of view of their energy and the conformity of their activities to the instructions of the People's Commissariat of Food and the general tasks of Soviet food policy, and to influence these bodies in order to strengthen their work and correct observed shortcomings directly through instructions or through local Executive Committees, and where this proves insufficient, through the People's Commissariat of Food.
3. To this end, the Workers' Food Inspection carries out a factual verification of the procurement, transport, and distribution of products, submitting urgent reports to the Bureau (point 4) on the results of the inspection and monitoring the immediate elimination of the observed shortcomings.
4. The Department is headed by the Bureau of the Workers' Food Inspection, consisting of:
1 — Member of the Collegium of the People's Commissariat of Food,
5 — Representatives of the Military-Food Bureau of the All-Russian Council of Trade Unions.
1 — Representative of the Organizational Department of the Commissariat of Food.
5. The Bureau of the Workers' Food Inspection directs the activities of the Workers' Inspection on the ground.
6. Workers' Inspection on the ground in Food Bodies is carried out by:
a) responsible Inspectors, recommended by the Military-Food Bureau, who travel around Food Bodies.
b) special detachments of the Workers' Inspection sent to the localities, composed of workers recommended by the same Organization, supplemented when necessary by Representatives of the Organizational Department of the Commissariat of Food.
Note: Detachments of the Workers' Food Inspection may involve local working-class residents as witnesses in the inspection, and such involvement is mandatory when monitoring distribution.***
