Kremenchug, June 2.
I have received your ciphered message. I see that you have not read my yesterday’s

ciphered telegram addressed to Sklyansky. I interpret your telegram as meaning that the CHEKA
is refusing two divisions, despite my warnings, thereby absolving me of responsibility for any potential adverse consequences on the front in the future. So be it. I remember the decision of the Politburo; however, since Wrangel is disregarding this decision and, on the contrary, preparing for an offensive—indeed, it is quite possible that he will break through our front—I deemed it my duty to take preventive measures of a military-administrative and military-operational nature. That is all.
