INSTRUCTION TO THE SECRETARY

Forward to Chicherin:

A strict reprimand must be sent to:

1) Muklevich* for his dereliction—he should have made an arrest;

2) to Petrograd to Zorin²: how dare they issue documents without Moscow's authorization.

3) Appoint an investigation against Zorin and Co.

1 The instruction is written on a telegram from Special Border Commissioner R. A. Muklevich to People's Commissariat of Foreign Affairs G. V. Chicherin reporting that diplomatic couriers passing through Toroshino Station to Pskov are abusing documents issued by the foreign department in Petrograd, using them for speculative purposes to transport gold, silver, manufactured goods, rubber, and private items under the guise of embassy inventory and diplomatic correspondence. On the telegram there is a notation by secretary of Chicherin's response indicating that he would speak with Petrograd by telephone.
