Dear Comrade!

All of your letters proposing the intervention of the International Socialist Bureau for the purpose of reconciling the two factions of our party have been sent to the Central Committee in Russia. At the present moment I can inform you that the Central Committee is prepared to participate in the conference in question, on the condition that it have the character of preliminary discussion only. I hope that the delegates of the Central Committee will arrive in Geneva or Berlin in the near future, probably in September.

But I must inform you that the Central Committee is preparing to conclude an agreement in Russia with the Organizational Commission—the executive organ of the party minority. Preliminary negotiations have already taken place, and both parties have reached an agreement concerning the sums allocated by foreign organizations in support of the Russian revolution. The text of this agreement was sent to you two weeks ago.
