In carrying out the grain monopoly, recognize as obligatory the most decisive measures, stopping at no financial sacrifices, to help the rural poor and measures for the free distribution among them of part of the collected surplus grain of the kulaks, along with the ruthless suppression of the kulaks who are withholding surplus grain.

The catastrophic situation of the country with regard to food, 2; securing for factory workers and railway workers* and water transport workers a bread ration 4 times greater than the norm (on the model of Petrograd), 3) a precise, clear and popular explanation of the impossibility of independent procurement and the necessity of centralization in the matter of food, 4) the necessity of the fullest utilization of transport and its absolute centralization, 5) the necessity of creating a mass force from selected and recommended people from party or professional organizations, who must, with the help of military force, implement the grain monopoly— ("go with an army and conquer bread") and establish revolutionary order in the country. * *
