On the question of the General Planning Commission.

(1) Its composition in general — we shall coordinate after your arrival. That is not difficult.

(2) I have decided for now to keep Larin in the Central Committee. The danger from him is of the greatest magnitude, for this man by his very character disrupts all work, seizes power, overturns all chairmen, scatters specialists, speaks out (without the slightest right to do so) in the name of the "Party," and so forth.

A heavy task falls upon you — to subordinate, to discipline, to moderate Larin.

Remember: the moment he "begins" to break out of bounds, run to me (or send me a letter). Otherwise Larin will overturn the entire General Planning Commission.
